Summary
This position conducts work directly related to management or general business operations in an organization or functional area. The work requires advanced knowledge gained from a prolonged course of specialized instruction, experience, and expertise. The position includes work requiring the consistent exercise of discretion and independent judgment with respect to matters of significance.
Scope
This position is responsible for coordinating the effective execution of all maintenance and operations support activities for a small to medium sized maintenance contract and/or Small Capital projects and/or less complex sites/projects within the Operations & Maintenance Function. This position supervises maintenance entry level personnel and/or maintenance supervisors.
Principal Job Duties & Responsibilities
- Assist in maintaining client relationships by regular communication to better understand project operations, this communication should; appraise of Fluor activities, advise of potential improvements, assess changing needs, develop teamwork and ask for client feedback on performance
- Monitor risk as assigned by director of operations by reviewing risk on a regular basis and identifying significant business risk for Fluor
- Acts as the first line of contact to the Client Plant Manager by conducting quarterly interviews and maintaining close client relationships
- Identify future client requirements and up selling opportunities by developing on-site assessments of client operations and proposing project plans
- Apply appropriate analytical tools and techniques by assessing client organizations, acquiring client engagements with significant profitability potential and transforming the client organization from the current state to the proposed future state
- Fulfill contract and Operating System Requirements (OSR)/Operating System Implementation Plan (OSIP) requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team
- Assist in the development and adherence to Site Business Plan (SBP) by monitoring budgets, performance and utilization, and provides periodic reporting for the respective site
- Support sales efforts by assisting in sales presentations, estimates and proposals including negotiating commercial terms
- Achieve business goals by participating in the process of hiring qualified candidates, communicating job expectations; contributing to performance appraisals and salary administration; providing coaching, counseling and may be responsible for disciplining employees
- Enhance skills, performance, and development of all employees by sponsoring and promoting training programs so that adherence to specifications is ensured and work of the highest quality prevails
- Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
- Plan and organize own work assignments, as well as carry out tasks from management staff
- Maintain compliance with all applicable policies, procedures, and global standards
- Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
- Effectively develop and apply the Core Skills to the job
- May need to travel to attend to business related matters
- Meet expectations on attendance and punctuality

Other Job Duties & Responsibilities
- Contributes to the activities on a site including profits; for each contract has authority for all aspects of execution within the contract, budget, and schedule, in accordance with the requirements of the Operations & Maintenance (O&M) Operating System Implementation Plan (OSIP)
- Conduct a formal resource/requirement review of the contract to establish a clear, understood basis for the work to proceed
- Conduct kickoff meeting and a team building sessions
- Maintain the Project Financial Status Report (PFSR)
- Support, manage, and approve mobilization support and performance assurance activities after mobilization
- Develop Key Result Areas (KRA) in line with client, contract, and organization needs together with measurable performance indicators
- Establish, implement, and maintain plans for mobilization and Site Procedures Manual (SPM)
- Ensure Environmental Health & Safety (EH&S) policy, in line with Fluor Accident Prevention Standards, is established and maintained
Typical Minimum Qualifications - Related Education, Experience, & Skills
- Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years* of work-related experience or a combination of education and directly related experience equal to eight (8) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
Working Conditions
- Generally favorable indoor office workspace, and/or;
- Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and extreme temperatures and high noise levels
Preferred Qualifications - Related Education, Experience & Skills
- Typically degreed, preferably in engineering or business field of study with minimum four (4) years of O&M office or site experience and minimum one (1) year experience managing small, less complex O&M sites or projects
- Typically has minimum four (4) years of progressive construction and technical experience
- Excellent oral and written communication skills
- Previous project management experience
- Ability to delegate
