Job Description

Fluor Engineering NV is focusing on developing long term relationships with customers in revamping, debottlenecking and expanding the production capacity of their existing facilities in the process industry in Belgium. The Antwerp offices provide the full portfolio of project execution services: from conceptual engineering through commissioning and construction support for a wide variety of projects, including projects as part of the Energy Transition and circular economy.

The Project Controls and Estimating group is responsible for setting up cost estimates and project schedules and controlling and monitoring projects in terms of time and cost, predominantly sustainable capital projects in the Oil & Gas and chemical industry, with project values generally ranging from EUR 0.1 million up to approximately EUR 100 million. Contract types may vary from EPCm contracts to Long Term Agreement contracts.

The project controls engineer works in close cooperation with the program or project manager within a task force for the realization of multi-discipline project(s) during all project phases. The project controls engineer is responsible to prepare schedules and to monitor progress of the project related to schedule and cost during the various engineering phases. Knowledge of preparing TIC-estimates will be a pre. Being a team player and having an ability to interact effectively with client’s organization and other disciplines in a taskforce is essential.

Key Responsibilities

The successful candidate must be able to execute:

  • Develop Work Breakdown and Project Coding structures for control and integrity of work;
  • Develop and status totally integrated Engineering / Procurement / Construction schedules;
  • Progress measurement, cost monitoring, analyzing and reporting;
  • Change and deviation control;
  • Develop and analyze the Project Margin Analysis Report;
  • Analyze variances in cost and schedule performance against the plan and timely inform project management of potential problems related to cost and schedule and make recommendations for the path forward;
  • Coordinate estimate development with the Project Estimator;
  • Develop and review manhour estimates for the discipline;
  • Developing and reviewing TIC Estimates is not a must, however can become part of your role;
  • Being able to lead a small team of Project Controls personnel on a project or within a program.

Basic Job Requirements

  • 5-15 years experience in EPC(m) industry, preferably in Oil, Gas and Chemicals;
  • Bachelor, Master degree or equivalent;
  • Since both written and oral communication with many of our Client’s personnel is in Dutch and English, candidates shall be fluent in both Dutch and English;
  • Experience with Scrum, Lean, Agile Methodologies or willingness to learn in practice;
  • Excellent computer skills;
  • Hands-on knowledge of Primavera P6;
  • Experience in preparing TIC estimates for various project phases is not a must;
  • Strong interpersonal skills;
  • Be able to multi-task;
  • Flexible and willingness to travel to site, if required (within Belgium and the Netherlands, and potentially further).
