Job Description

This position will serve as the main point of contact for all HR and administrative support at a government project site consisting of 300 - 400 employees as well as approximately 150 employees at two other locations. The Sr. Human Resources Specialist will provide exceptional customer service, support employee relation needs, provide a wide range of administrative requirements for Site and Program Leadership, while simultaneously driving HR related business objectives.The Sr. HR Specialist, in partnership with the HR Business Partner, Site Management and Functional HR Director will provide hands on support for the HR function in the areas of onboarding, benefits, employee relations, compliance and training in a fast-paced Government environment.

  • Administer applicable Human Resource Policies and Procedures in partnership with the HR Business Partner and on-site Management and Supervisors.
  • Experience working at a project site, government facilities.
  • Along with direction and guidance from the HR Business Partner participate on special Human Resource projects on site in a leadership role.
  • Interface with groups inside and outside the organization (other Human Resource departments, Strategic Business Units (SBUs), projects, vendors).
  • Communicate and work collaboratively within the context of a globally diverse environment.
  • At the direction and guidance of the Senior HR Management may support on site management in employee relation issues and discipline practice.
  • Assist with coordination and/or resolution to ongoing employees issues that require corporate office support.
  • In partnering with Site Management, contribute in providing employee relations for employees and management to ensure high morale and performance.
  • Perform onboarding for new hires which includes benefits, company focused policies i.e. safety, security, timekeeping, payroll, travel expenses, etc.
  • Provide training and support to employees within the establish timekeeping, expense authorization/reporting, and travel management systems.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal to eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements  

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors  

• Job related technical knowledge necessary to complete the job  

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines  

• Ability to attend to detail and work in a time-conscious and time-effective manner   

Other Job Requirements

  • U.S. Citizen or permanent resident.
  • Must have an active TS/SCI with polygraph clearance.
  • Problem solving, communication, judgment, and conflict resolution skills with the ability to provide analysis, conclusions, and recommendations.

  • Excellent written and oral communication skills.
  • Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations.

  • Assist in yearly Benefits Open Enrollment and Training i.e., Code of Conduct, Personnel Assessment, etc.
  • Provide weekly reports to the HR Business Partner which, in part, includes new hires, resignations, employee feedback, priority issues, employee actions, etc.
  • Provide HR reports to Senior HR Management and on-site management as needed, meeting accuracy standards and deadline requirements.
  • Participate in ongoing HR improvement initiatives.
  • Maintain HR files as needed.
  • Work closely with the Corporate office in resolving benefit, payroll and other issues that may come up.
  • Positions covered by the McNamara-O'Hara Service Contract Act or Davis-Bacon Act will comply with the statute requirements.
  • Support multiple domestic and international sites.

Preferred Qualifications

• Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, Finance or related field, with significant experience in Human Resources

• Professional in Human Resources (PHR) certification, or applicable HR accreditation

• Problem solving, communication, judgment, and conflict resolution skills with the ability to provide analysis, conclusions, and recommendations  

• Demonstrated ability to be discreet with confidential company and employee information

• Knowledge of cultures and cross-cultural collaboration

• Ability to build trusting relationships, gain credibility, and partner with leaders and peers

• Ability to achieve results in a fast-paced, dynamic environment with shifting priorities and deadlines

• Exhibit team orientation and positive relationships with all levels of employees

• Display an understanding of the company’s organizational structure, corporate culture, and business objectives

• Excellent written and oral communication skills

• Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations

• Broad knowledge of internal database applications for designated discipline 

  • Previous project experience with demonstrated ability to handle multiple locations.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $83,000.00 - $154,000.00
