Job Description
Fluor Canada is seeking a Senior Manager experienced in handling British Columbia Provincial Sales Tax (BC PST) related matters to support global execution of a large-scale EPC project in British Columbia. This role will serve as the subject matter expert for BC PST compliance, reporting, self-assessment, billing, procurement, and tax advisory matters.
The successful candidate will liaison with Finance, Project Controls, Supply Chain, Accounts Payable, Billings, Prime Contracts, Legal, Project Management, Joint Venture Partners, and Client Owner teams to ensure compliance with BC PST legislation while minimizing tax risk and optimizing business processes. This position requires a strategic thinker with substantial experience interpreting complex transactions, advising stakeholders, and supporting large-scale capital projects.
Key Responsibilities
BC PST Compliance & Reporting
• Lead all aspects of BC PST compliance for the project.
• Manage PST return preparation, review, filing, and remittance processes.
• Oversee PST self-assessment programs and ensure accurate identification of taxable purchases and transactions.
• Develop and maintain procedures to ensure compliance with evolving BC tax legislation and administrative policies.
• Monitor and assess the impact of legislative and regulatory changes on project operations.
Tax Advisory & Business Support
• Act as the primary advisor on BC PST implications related to:
- Engineering, Procurement and Construction activities.
- Large capital project expenditures.
- Construction contracts and subcontractor arrangements.
- Equipment purchases, rentals, and lease arrangements.
- Intercompany transactions and cost allocations.
- Joint venture and consortium transactions.
- Imports and cross-border transactions.
• Provide practical guidance to project and finance teams regarding tax treatment of complex transactions.
• Review contracts and commercial agreements to identify tax risks and opportunities.
Billing & Transactional Support
• Provide oversight and guidance on BC PST treatment of customer billing and 3rd party invoicing.
• Review billing methodologies to ensure compliance with BC PST tax requirements.
• Support implementation of tax requirements in ERP systems, including SAP and project-specific financial processes.
• Assist with tax determination logic, coding structures, and automation initiatives.
Audit & Risk Management
• Lead responses to BC Ministry of Finance audits and reviews.
• Develop audit-ready documentation, supporting schedules, and tax position papers.
• Identify, assess, and mitigate tax risks across project operations.
• Conduct periodic compliance reviews and internal controls assessments.
Stakeholder Engagement
• Collaborate with internal and external stakeholders, including:
- Client Owner Organization
- Joint venture partners
- Corporate Finance
- Project Controls
- Supply Chain
- Accounts Payable and Billings
- Prime Contracts and Legal
- Project Management
- Government tax authorities
• Deliver training and education programs to improve tax awareness and compliance across project teams.
Leadership
• Provide leadership, mentoring, and technical direction to finance and accounting personnel.
• Drive continuous improvement initiatives to enhance compliance, efficiency, and process effectiveness.
• Serve as the recognized internal authority for BC PST matters
Basic Job Requirements
• Bachelor's degree in Accounting, Finance, Business, Taxation, or related discipline.
• CPA designation or equivalent professional accounting qualification.
• Minimum 10+ years of progressive indirect tax experience for Senior Manager level.
• Extensive expertise in British Columbia Provincial Sales Tax legislation, regulations, and administrative practices.
• Demonstrated experience leading PST compliance programs, self-assessments, audits, and dispute resolution.
• Experience advising senior leadership on tax risk and compliance matters.
• Advanced analytical, communication, and stakeholder management skills
• Experience supporting major engineering, procurement, and construction (EPC) projects.
• Knowledge of GST/HST, provincial sales taxes, customs, and other Canadian indirect taxes.
• Experience working in SAP environments.
• Familiarity with joint venture accounting and project finance operations.
• Experience dealing directly with BC Ministry of Finance audit teams and rulings.

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
