Job Description
Fluor is seeking a Project Management Office Senior Manager to provide planning, coordination, and action-oriented oversight for strategic and critical HR initiatives. This role will report to the HR Director of Workforce Systems & Services, and will support projects across HR Shared Services (HRSS), HRIS, and cross-functionally across the broader HR organization.
The primary initiative for this role will be the management and coordination of the strategic HR Shared Services Expansion, including the migration of additional HR processes into the Shared Services model. This effort represents a significant, enterprise-impacting transformation, and other HR projects will follow in support of a variety of Fluor HR functions.
This role offers a unique opportunity to operate at the center of Fluor’s HR transformation agenda. The successful candidate will play a critical role in shaping how HR services are delivered globally. By leading the expansion of HR Shared Services and establishing project management standards for HR, the successful candidate will directly influence our enterprise‑wide operating model, enable greater efficiency and consistency across HR, and help position the HR function to better support Fluor’s long‑term business strategy.
The position will be an individual contributor role, but may be expanded in the future to oversee additional HR project managers. The position will be based in the US at any major Fluor US office (Dallas, Greenville, Houston, Aliso Viejo), with potential to become a Remote or Hybrid worker within the US for the right candidate.
Key Responsibilities
- Provide dedicated project management support for strategic HR initiatives.
- Facilitate planning and action-oriented oversight for HR projects.
- Develop, maintain, and execute project plans, timelines, milestones, and dependencies.
- Track, manage, and communicate project status, risks, issues, and decisions.
- Coordinate prioritization of HR projects in partnership with HR leadership.
- Support budget management and resource allocation, as appropriate.
- Develop HR Project Management standards, tools, and standardized documentation for use in the initial project and future HR projects.
- Promote a consistent project management methodology and continuous improvement across HR.
- Interact with HR Operations, Centers of Excellence (COEs), and HR Business Partners to collaborate and ensure project outcomes meet defined objectives.
- Coordinate with HRIS and IT teams to provide support for project-related technology activities.
- As appropriate, brief project governance committees regarding project status updates, issue escalations, resource challenges, and prioritization decisions.
Basic Job Requirements
- Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years* of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements.
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
- Job related technical knowledge necessary to complete the job.
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Ability to attend to detail and work in a time-conscious and time-effective manner.

Preferred Qualifications
- Project Management Professional (PMP) certification (or equivalent certification) strongly preferred; demonstrated application of formal project management methodologies in complex, enterprise environments.
- Experience working within the Fluor HR environment and/or hands‑on experience with SAP SuccessFactors is a plus, but not required

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $119,500.00 - $222,500.00
