Job Description

Fluor is seeking a strategic and experienced Director of Global Benefits – International to lead the design, governance, and delivery of employee benefits programs across multiple international regions.
This role ensures competitive, compliant, and cost-effective benefits offerings that support Fluor’s global workforce and business objectives.
Strong financial background, expertise in global retirement, and brokerage management is necessary, wellbeing programs and global captives is highly desirable.

Key Responsibilities

  • Develop, implement and support international benefits strategy aligned with corporate objectives.
  • Promote compliance with local regulations and global standards.
  • Provide strong financial governance for global benefits programs, ensuring alignment with corporate financial objectives and cost containment strategies.
  • Analyze risk pooling opportunities and cost optimization strategies, including potentially implementing and providing oversight to captive insurance programs for health and risk financing.
  • Provide oversight and governance for international retirement plans, ensuring alignment with local regulations and global financial objectives.
  • Manage global brokerage relationships and negotiate competitive terms, partnering with brokers, insurers, and consultants to optimize benefits delivery.
  • Lead global retirement and global benefits committees, providing strategic guidance and governance.
  • Provide proactive support to local countries regarding benefits strategies related to design, risk management, administration, and process improvements.
  • Participate and advise in local retirement committees as necessary.
  • Prepare reports, recommendations, and strategic insights for executive decision-making.
  • Design and implement global wellbeing programs (mental health, financial wellness, physical health), establishing close partnership with HSE (Health, Safety and Environment) group.
  • Partner with well-being vendors to deliver innovative solutions that enhance employee engagement and productivity.
  • Monitor benefits utilization, cost trends, and ROI of wellbeing programs.
  • Provide insights for continuous improvement and cost containment.
  • Drive change management and communication strategies for benefits programs.

Basic Job Requirements

Education:

Bachelor’s degree in HR, Business, Finance, or related field; Master’s preferred.

Experience:
10+ years in global benefits management with international scope.
Experience with global retirement plans, brokerage management, pooling and captives.
Desired: Proven track record in wellbeing program design and implementation.


Skills:
Strong financial background.
Knowledge of international benefits regulations and market trends.
Analytical and strategic thinking.
Excellent communication and stakeholder management skills.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
