Job Description

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

 

Under the Infrastructure Maintenance Office of the California High-Speed Rail Authority, the Infrastructure Maintenance Advisor supports maintenance planning, delivery, and oversight across guideways, bridges, track systems, support facilities, and maintenance-of-way infrastructure. Acting as a key technical advisor, you will help ensure that critical infrastructure assets remain structurally sound, safe, compliant, and in operational readiness post-construction.

 

Position Responsibilities

  • Advise Infrastructure Maintenance leadership on maintenance best practices, strategic planning, and continuous improvement for HSR guideways, structures, and facilities
  • Provide technical guidance on infrastructure preservation including inspection protocols, preventative maintenance schedules, and long-term asset performance
  • Conduct site visits to construction and maintenance zones, assess structural integrity, evaluate repair needs, and collaborate with delivery teams on corrective actions
  • Participate in developing and validating maintenance-related policies, maintenance manuals, and standard operating procedures tailored for HSR rail infrastructure
  • Support contract and construction package delivery by reviewing quality assurance documentation, ensuring compliance with design criteria, and verifying contractor compliance prior to invoice approval
  • Coordinate with rail, structural, geotechnical, and electrical engineering teams to resolve technical issues across guideway, bridge, electrification, and facility systems
  • Assist in preparing the Asset and Maintenance Strategic Plan, aligning maintenance readiness with operations and construction delivery
  • Monitor emerging technologies (e.g. predictive monitoring, condition-based maintenance, sustainability strategies) to enhance maintenance efficiency and environmental performance
  • Serve as a liaison with internal staff and external stakeholders regarding maintenance standards, safety, and asset preservation
  • Other duties maybe assigned

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in in civil engineering, structural engineering, transportation engineering, construction management, or a related field and twelve (12) years of work-related experience; or a combination of education and directly related experience equal to sixteen (16) years if non-degreed

Other Job Requirements

  • Demonstrated work experience in rail/transportation infrastructure inspection, maintenance planning, and/or construction quality control within complex rail, highway, or transit projects
  • Knowledge of maintenance-of-way systems including track infrastructure, electrification, guideway, and bridge systems
  • Familiarity with contract management processes including review of deliverables, QA/QC procedures, invoice validation, and coordination with external consultants/contractors
  • Experience working on large-scale rail infrastructure programs, particularly within the California High Speed Rail project or similar high speed rail programs
  • Ability to analyze technical documentation, interpret design criteria, and coordinate with multi-disciplinary engineering teams
  • Experience preparing strategic maintenance plans or contributing to asset lifecycle planning for transportation infrastructure systems
  • Proven track record working with state agency policy, procedures, or directive issuance in infrastructure delivery contexts
  • Strong written and verbal communication skills, including preparing advisory reports, writing maintenance recommendations, and representing the Authority in engineering forums or stakeholder meetings

Preferred Qualifications

  • Professional Engineering (PE) license in civil or structural engineering, especially with rail or transportation infrastructure focus
  • Certification or training in infrastructure asset management, condition-based maintenance, or predictive analytics
  • Familiarity with sustainability and low-carbon construction practices, including Tier 4 equipment usage, renewable energy integration, and Envision sustainability certification processes

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
