Job Description

The Cost Specialist I (AKA Project Controls Specialist I) performs functions related to cost and assists in the preparation of Project Controls activities for a project or assignment.

 

Responsibilities:

  • Prepare the Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
  • Accumulate and compile accurate cost management data to prepare the project budget and update the progress of the project
  • Develop cost control/scheduling procedures, execution plan, and business plan for a project
  • Participate in weekly project cost reviews/schedule meetings
  • Develop and implement a basic management system for engineering and construction
  • Verify vendors applications for payments.
  • Develop cashflow analysis
  • Apply appropriate cost methodologies (unit rates, parametric, historical benchmarking)
  • Develop and maintain Management, Project and Control level schedules
  • Perform trend analysis and early warning reporting
  • Participate in the change management process
  • Participate in internal and external audits
  • Other duties as assigned

Basic Job Requirements

  • Accredited four (4) year degree in Engineering or Construction Management or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements  
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors  
  • Job related technical knowledge necessary to complete the job  
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines  
  • Ability to attend to detail and work in a time-conscious and time-effective manner   

Other Job Requirements

  • Experience preparing the Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
  • Experience accumulating and compiling accurate cost management data to prepare the project budget and update the progress of the project
  • Familiarity with chart of accounts coding
  • Experience in cost management reporting
  • Ability to participate in weekly project cost reviews meetings
  • Ability to develop and implement a basic change management system for engineering and construction
  • Ability to identify trends and deviations and recommend corrective courses of action
  • Assist to develop Estimate at Completion (EAC) and forecast-to-complete
  • Ability to analyze cost performance using earned value management (EVM) where applicable
  • Willing to do business trips to project sites or accept field assignments.
  • Experience with MS Office Suite and intermediate to advanced Excel skills

Preferred Qualifications

  • SAP/ERP system experience
  • Experience with Power BI for dashboard reporting
  • Deltek Cobra is highly desired 
  • Experience with Databases – ACCESS preferred

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $74,000.00 - $138,000.00
