Alternate Quality Control Manager
Alternate QCM
Summary
This is a project specific position to be part of the site quality team on a U.S. Government project for Tinian Commonwealth of the Northern Mariana Islands. The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of providing our clients and Fluor with projects that comply with the quality requirements stipulated in our prime contracts.


•    Report to the project QCM.
•    Serve as the overall Quality Control Manager when the QCM is not on site.
•    Implement the Quality Control Program (QCP) as approved by the Contracting Officer.
•    Conduct QC meetings.
•    Perform submittal review and approval.
•    Ensure testing is performed.
•    Provide QC certifications and documentation required in this Contract.
•    Maintain quality of and inspect all work under the contract.
•    Issue, review, and respond to nonconformances.
•    Immediately stop any work that does not comply with Contract plans and specifications and direct removal and replacement of any defective work.
•    Manage, coordinate, and officially document the three phases of control (preparatory, initial and follow up activities).
•    Manage, verify, and control documentation performed by testing laboratory personnel and any other inspection and testing personnel required by Contract.
•    Participate in the management of the QC Inspection organization.
•    Oversee the performance of Specialized Testing/Examinations.
•    Other duties as assigned.
This position applies intensive and diversified knowledge of Quality principles and practices to construction assignments. This role plans and executes asphalt production and the laboratory testing thereof for construction assignments. Additionally, this role must be able to effectively interact with others.

The Alternative QCM will report to the QCM.  In the absence of the QCM from the site, the Alternate QCM will serve as the QCM. The QCM reports to the Director of Quality in Greenville. The Alternate QCM will be responsible for assisting the QCM in implementing the Quality inspection and oversight of asphalt production and testing activities and perform surveillances as necessary for normal project operations. 

The QCM’s primary role is proactive engagement to ensure Client satisfaction of contractual compliance and perform oversight of the asphalt production activities along with performing surveillances of work activities associated with project operations. This includes interfacing with each Client, US Government Administrative Contracting Officer (ACO), Quality Assurance Representatives (QARs), and Contracting Officer’s Representatives (CORs) on questions, joint inspections/audits/efforts and issues related to government audit findings. The Alternate QCM will proactively participate in these same activities under the guidance of the QCM and assume these responsibilities in the absence of the QCM.

Basic Job Requirements

Required: 


•    BS Civil Engineering 
•    Minimum of 10 years’ combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Program Manager.
•    Minimum of 10 years’ experience in asphalt production and application.
•    Have active USACE Construction Quality Management (CQM) for Contractors course certification or obtain the CQM for Contractors course certification within 90 days of award 
•    Capable of reading, writing, and conversing fluently in the English language 
•    U.S. citizen. 
•    Have experience in the areas of hazard identification, safety compliance, and sustainability.
•    Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
•    Demonstrates proficiency in the use of PC-based business applications. Have computer skills in MS Word, Excel, and database systems.
•    Ability to work at least 10 hrs per day and 60 hrs per week.
•    Ability to work both in field and office environments.

Preferred Qualifications

Preferred: 
•    Familiar with the requirements of USACE EM 385-1-1, Safety and Health Requirements Manual.
•    Overseas experience.
•    Experience with runway construction.
