Job Description

Summary

This position provides leadership for the Financial Planning & Analysis (FP&A) function within the Mission Solutions business line. It plays a key role in developing and managing indirect cost strategies, forward pricing rates, and long-range financial planning. The role delivers timely, actionable insights to executive leadership through forecasting, variance analysis, and scenario modeling. It also partners cross-functionally to align financial strategy with business objectives to ensure compliance with government regulations including FAR and CAS.

Scope

This position oversees the full FP&A function, including ownership of budgeting, forecasting, corporate reporting, indirect cost planning, and forward pricing rate assumptions across a multi-entity government contracting organization. It supports strategic decision-making for executive leadership and influences financial performance management and planning processes for the Mission Solutions business line.

Principal Job Duties & Responsibilities

  • Lead the quarterly close process to corporate, driving the preparation of the cash forecast, income statement, and balance sheet projections by coordinating with finance and cross-functional teams to ensure accurate financials and reporting.
  • Drive coordination of financial planning and analysis activities with the Business Line Controllers and various functional leads to meet financial objectives and ensure accurate reporting and analysis.
  • Analyze monthly changes in indirect cost pools and allocation bases to forecast potential rate fluctuations and quantify their impact on the income statement through the development of rate reserves.
  • Drive the Operating and Strategic Planning processes for Mission Solutions by understanding the goals of the business unit and integrating plans with corporate goals; serve as the key liaison between sales, operations, and corporate finance.
  • Lead and manage financial analysts by providing direction, training, performance feedback, and development opportunities to achieve financial and nonfinancial goals.
  • Perform advanced financial analyses and ad hoc reporting to support company-wide financial reporting requirements and informed decision-making.
  • Review and assess plans, reports, and analyses prepared by staff to ensure accuracy and alignment with business objectives.
  • Develop, implement, and continuously enhance financial procedures and reporting for both internal and external stakeholders.
  • Provide expert guidance on finance and accounting matters, addressing inquiries with a thorough understanding of financial activities and underlying transactions.
  • Prepare and present financial information in appropriate format to departmental and executive management
  • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
  • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
  • Maintain compliance with all applicable policies, procedures, and global standards
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
  • Effectively develop and apply the Core Skills to the job

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements  

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders  

• Job related technical knowledge necessary to complete the job  

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines  

• Ability to attend to detail and work in a time-conscious and time-effective manner   

Other Job Requirements

• Keep apprised of changes in governmental, professional, and internal reporting requirements, accounting principles and standards through analysis of published materials, attendance at professional meetings and seminars, and discussions with corporate-wide financial professionals

Preferred Qualifications

• Advanced (Masters in Business Administration) or global equivalent preferred or equivalent business experience in an Engineering and Construction environment

• Twelve (12) years of related finance or equivalent business experience

• Three (3) years of management and/or supervisory experience

• Experience working in a global enterprise resource planning (ERP) system environment

• Demonstrated proficiency in the use of personal computer-based business applications

• Demonstrated strong interpersonal and communication skills

• Demonstrated solid leadership and decision-making skills

• Ability to deliver timely and accurate information

• Ability to lead staff, while also building rapport with peers, operational management, and company executives

• Knowledge of international policies and procedures

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $118,500.00 - $213,500.00
