Job Description
***Must have an active (or ability to obtain) TS/SCI with CI Polygraph Clearance***
This position serves as a material planning, purchasing, expediting, logistics or field purchasing goods and services as well as critical project material or non-project procurement support. In addition, this position provides contract management support on projects and services. The scope of activities include PCard procurements, routine and complex purchase order execution, and sub-contract development and administration. The individual in this role assures compliance with all statutes, regulations, and contract terms and conditions; including FAR/DFAR compliance. The individual will review, approve, execute and reconcile procurement and sub-contract awards within their delegated authority. Duties includes, but not limited to:
• Manage material orders (routine and complex), service procurements and contracts, and project subcontracts cradle-to-grave; including P-Card, Routine PO, and Subcontract Administration
• Deliver accurate, timely, and cost-effective identification, sourcing, buying, delivering, warehousing, installation, and commissioning of material and equipment required to support the engineering, procurement, construction and maintenance effort.
• Lead complex material planning, purchasing, logistics, or field purchasing functions, and execute those functions within established policies and procedures
• Perform contractor pre-qualifications, including collaboration with safety/ESH team on proper processes for subcontractor safety approval, other contractor qualification as needed, and monitor insurance certificates.
• Support regular cadence meetings with Supply Chain Manager, Project Managers, and other leadership as needed
• Assist Project Controls (Finance) and project managers on project progress and financial status and closeout of procurement efforts
• Interface with multiple disciplines to create Request for Information (RFI), Request for Proposal (RFP), and Request for Quotes (RFQ) as well as develop contract packages
• Negotiate contract terms and conditions; ability to analyze commercial sections of proposals and technical proposal evaluations, coordinate technical scopes of work (SOW) including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client)
• Coordinate with legal representatives on contract exceptions (including terms and conditions) or other issues presented by subcontractors
• Administer moderate, large, and complex procurements and subcontracts
• Complete change requests and contract modifications
• Perform contract management post-award activities through evaluating and status of contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
• Execute closeout of procurements and contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
• All applicants must be US citizens who possess or be eligible to acquire a TS/SCI clearance with CI polygraph
• Experience with FAR and DFAR regulations
• Customer focused with ability to develop and sustain productive customer relationships while meeting the company’s needs
• Demonstrated strategic thinking, accountability, and adaptability skills
• Proactive reporting of progress and accomplishments of assignments and apply necessary follow-up to monitor progress and results of project tasks and assignments
• Experience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP/Contracting process
• Experience in federal contracting/DoD procurement
• Must possess a valid U.S. driver’s license and obtain a Government driver’s licenses.
• Be able to pass forklift training to obtain a Forklift Operator’s certificate
• Possess or be able to obtain Hazardous Material Preparers Certification
• Capable of lifting 40lbs. and be able to use hand/power tools as required
Preferred Qualifications
• High School Diploma or equivalent appropriate General Certificates of Secondary Education or global equivalent, however four (4) year accredited degree or global equivalent preferred
• Ability to communicate fluently in English (read, write, and speak)
• Working toward applicable professional certification(s) or license(s)
• Experience should be primarily in the area of material management
• Good interpersonal and communication skills
• Good computer and software skills to include the use of word processing, e-mail, spreadsheets, and electronic presentation programs
• Good leadership and decision-making skills

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $76,000.00 - $130,000.00
