Job Description

Fluor is looking for an experienced leader that can leverage their technical experience and tools to streamline service delivery by creating an environment of success where team members feel empowered and able to do their jobs. The Service Operations Manager is responsible for up to 15 direct reports working within the functional areas of Safety, Environmental, Construction Management, Space Planning, Facilities Planning, and Quality. The Service Operations Manager ensures that all services are delivered effectively, efficiently, and in compliance with contractual, regulatory, and organizational requirements.

You'll be at the heart of driving service excellence across a high performance, diverse, and cross-functional team. In this dynamic, hands-on role, you'll lead and oversee day-to-day operations, ensuring seamless delivery of services, operational efficiency, compliance, and a culture of continuous improvement. You'll play a key strategic role in supporting scalable, client focused operations aligned with our business growth.

Key Responsibilities

  • Provide leadership, direction, and oversight for a multi-disciplinary team of up to 15 professionals.
  • Develop and manage short- and long-term plans for safety, environmental compliance, facilities planning, construction management, space planning, and quality initiatives.
  • Ensure contract compliance by aligning service delivery with customer requirements, corporate policies, and applicable codes, standards, and regulations.
  • Foster a culture of safety, quality, and continuous improvement across all functional areas.
  • Manage budgets, schedules, and resources for assigned services to achieve operational and financial objectives.
  • Partner with program leadership to develop and implement strategies that enhance efficiency, reduce risk, and optimize performance.
  • Coordinate with internal stakeholders, subcontractors, and external agencies to ensure successful execution of projects and daily operations.
  • Support workforce planning, hiring, training, mentoring, and performance management to build a strong and capable team.
  • Provide regular reporting on performance metrics, risk management, and compliance status.
  • Lead by example in promoting ethical conduct, accountability, and teamwork.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

  • Must have active TS/SCI with CI Poly and ability to maintain current clearance
  • Bachelor’s degree in engineering, Facilities Management, Construction Management, Environmental Science, or related field; equivalent experience may be considered.
  • 8+ years of progressive experience in operations, maintenance, or facilities management, with at least 3 years in a leadership role.
  • Proven ability to manage multi-disciplinary teams and deliver results across diverse functional areas.
  • Strong knowledge of safety, environmental, and quality management principles within an O&M or construction environment.
  • Demonstrated ability to develop and manage budgets, schedules, and resources effectively.
  • Excellent communication, organizational, and problem-solving skills.
  • Ability to build and maintain strong working relationships with stakeholders at all levels.
  • Experience working under U.S. Government or large-scale commercial O&M contracts is highly desirable.

Preferred Qualifications

• Typically degreed, preferably in engineering or business field of study with minimum four (4) years of O&M office or site experience and minimum one (1) year experience managing small, less complex O&M sites or projects

• Typically has minimum four (4) years of progressive construction and technical experience

• Excellent oral and written communication skills

• Previous project management experience

• Ability to delegate

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $76,000.00 - $130,000.00
