The HSE Site Specialist is responsible for implementing and supporting Health, Safety & Environmental (HSE) activities throughout the project lifecycle to maintain a safe and compliant work environment. The role focuses on preventing injuries, protecting the environment, and eliminating unsafe practices through on‑site leadership, training, and continual improvement. This position is essential in ensuring that Fluor’s projects meet local legal requirements, international nuclear safety standards, and all project‑specific regulatory obligations.

 

Key Responsibilities

  • Support daily Health, Safety & Environmental (HSE) activities on the nuclear project site to maintain a safe and compliant work environment.
  • Conduct regular site inspections, verify safe work practices, and follow up on corrective actions.
  • Assist with preparing, updating, and maintaining required HSE documentation, including safety cases (SC), risk assessments, and regulatory records.
  • Support the execution of technical HSE studies such as:
    • Quantitative Risk Assessments (QRA)
    • Process Hazard Analyses (PHA)
    • Fire Protection Specifications (FPS)
    • Environmental Impact Assessments (EIA)
  • Help identify hazards and risks and provide technical input for improving site safety conditions.
  • Apply Fluor’s HSE standards, client requirements, and Romanian nuclear and occupational safety legislation in daily site activities.
  • Assist with compliance checks, audits, and reporting to ensure alignment with national and international nuclear safety standards.
  • Participate in gap analyses to identify and correct discrepancies between company procedures, client expectations, and regulatory requirements.
  • Conduct site HSE orientations, toolbox talks, and awareness briefings for workers and subcontractors.
  • Implement HSE programs, campaigns, and initiatives that encourage safe behavior and promote compliance.
  • Actively support continuous improvement by identifying safety concerns and recommending practical solutions.
  • Work closely with construction teams, subcontractors, and project engineering staff to resolve HSE issues.
  • Prepare routine reports, observations, and incident documentation as required.
  • Support and uphold Fluor’s Health, Safety, Environmental, and Sustainability Policies in all site activities.

Basic Job Requirements

  • Bachelor’s degree in Engineering is required (or global equivalent).
  • Minimum 8 years of relevant HSE experience, or a combination of education and directly related experience totaling 12 years.
  • Experience working in the nuclear industry or other highly regulated environments is strongly preferred.
  • Fluency in both English and Romanian is mandatory for effective communication with project teams, contractors, clients, and regulatory bodies.
  • Must be legally authorized to work in the European Union at the time of application.

  • Solid technical knowledge required to perform HSE tasks in nuclear or industrial project environments.
  • Ability to understand and apply relevant local, regional, and national laws, regulations, and safety guidelines.
  • High attention to detail with the ability to work efficiently in time‑sensitive and complex site conditions.
  • Intermediate computer skills, including word processing, email, spreadsheets, and presentations
  • Strong organizational abilities and attention to detail
  • Effective communication skills, including presenting and speaking to groups
  • Ability to think critically, solve problems, and make sound decisions
  • Strong interpersonal skills, including basic leadership and mediation abilities

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
