Job Description

Do you thrive in an international environment where we design and build complex and challenging capital projects for our clients? 

We are actively involved in delivering projects in the Life Science Industry: Designing production facilities for Flu Vaccines, Active Pharmaceutical Ingredients (APIs) for important drugs, Blood Fractionation for the life-saving plasma industry, and more.  We are expanding our Project Management capabilities in this sector and seek suitable applicants with experience in the Life Sciences industry who can fulfil the job requirements described below.

 

This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.

 

The purpose of this position is to perform the essential project management job duties and functions with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects.

 

This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy.

Basic Job Requirements

  • Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
  • Sign off on all incident reports resulting in Days Away Restricted/Transfer (DART) cases; develop and present management summary report 
  • Ensure execution of all aspects of the project in accordance with contractual obligations, Fluor’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
  • Ensure full compliance with Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements
  • Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team
  • Establish, communicate, implement and maintain the Project Execution Plan (PEP) and Project Procedures Manual (PPM)
  • Provide strong, effective and decisive project leadership and establish an execution framework to   ensure the safety, quality, value, timeliness, and profitability of the total project execution (engineering, procurement, fabrication, and construction/construction management (EPFC/CM), commissioning, start up, and operations as appropriate to Fluor project scope)
  • Establish and update the Fluor Business Risk Management Framework (BRMF) throughout the project life-cycle, perform initial and quarterly project BRMF assessments, and ensure the coordination of the project BRMF results with Fluor financial reporting
  • Ensure effective and timely coordination among design, procurement, material management, construction, commissioning, and maintenance teams for integration of technical content and schedule activities 
  • Deliver the project in accordance with the project execution and commercial baselines
  • Implement effective design coordination with licensors, vendors, and subcontractors to ensure proper and complete integration within the project plan
  • Collaborate within sales, operations, and technical teams pursuing prospective projects to develop win strategies, including project execution and commercial strategies
  • Analyze situations, identify and forecast pertinent problems, and evaluate realistic options; and recommend/implement appropriate course of action 
  • Other duties as assigned

  • Jobsite experience and understanding of construction safety program
  • Minimum of twelve (12) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management 

Preferred Qualifications

  • Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years* if non-degreed; some locations may have additional or different qualifications to comply with local requirement
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
