Job Description

This position requires specialized skills and knowledge to manage the challenges and complexities of office and project quality activities. With authoritative decision-making, the recommendations made in this role have a significant impact on business line quality policies and programs. The Quality Assurance Manager may also supervise assigned quality personnel as needed.
You will play a key role in implementing and supervising technical quality standards, ensuring compliance with client, regulatory, and company requirements, and maintaining strong relationships with internal and external stakeholders. This role is critical for driving quality excellence and supporting project success.

The Quality Assurance Manager reports to the Project Quality Director and may be based in the Netherlands or Romania.

Key responsibilities include:
•    Audit and Surveillance Planning & Support (internal and supplier).
•    Development and oversight of auditors (including third-party auditors).
•    Maintenance of the project’s Approved Supplier List, including supplier evaluations.
•    Maintenance of the project’s QA schedule and procedures.
•    Experience in conducting audits of organizations to ASME NQA-1 or other nuclear standards is required; experience as a Lead Auditor is preferred.
•    Expected to become qualified as a Lead Auditor under the FNP QA Program.
•    Development of Audit Checklist templates: 
“Core” checklists based on Romanian norms NMC-02, NMC-05, NMC-06, NMC-08, and NMC-12.
  Add-ons such as ASME III / ISCIR or other requirements based on commodity and Quality Classification.
•    Review and approve audit plans, audit reports, and supplier evaluations.

Key Responsibilities:

•    Implement and supervise technical quality requirements and maintain harmonious client relations.
•    Communicate effectively across all labor grades and contribute ideas that drive positive direction for business line personnel.
•    Serve as Project Quality Manager on small to medium-sized projects, if required.
•    Maintain relationships with key internal and external clients and the broader Quality community.
•    Manage personnel and create an environment for professional growth, including training, development opportunities, and timely performance feedback.
•    Other duties as assigned.

Basic Job Requirements

o    Accredited four-year degree (Bachelor’s) or global equivalent in Engineering, Quality Management, or a related field.A
o    Ten (10) years of work-related experience, or a combination of education and directly related experience totaling fourteen (14) years if non-degreed.
o    Advanced degree (Master’s) is a plus.

 Experience:
o    Proven experience conducting audits to ASME NQA-1 or other nuclear standards (required).
o    Experience as a Lead Auditor (preferred); ability to qualify as Lead Auditor under the FNP QA Program (required).
o    Familiarity with Romanian nuclear norms and ASME/ISCIR requirements strongly preferred.

Skills & Competencies:
o    Ability to communicate effectively with diverse audiences, including management, clients, vendors, and contractors.
o    Strong technical knowledge of nuclear QA standards and audit processes.
o    Ability to learn and apply local, national, and international quality statutes and guidelines.
o    Detail-oriented with strong organizational skills and ability to work in a time-conscious, time-effective manner.
