Job Description
This position provides oversight for contract management activities on Fluor projects supervising development and execution of individual Fluor contracts. This role assures, compliance with all statutes, regulations, and contract terms and conditions. The position reports to project and department leadership on the health of the assigned contract(s); participate in developing contracting strategies directly reporting through an intermediate senior contract manager. The individual will review and approve contract awards with their delegated authority, generally for mid to large contracts. Work is performed in the home office and field locations for projects ranging in duration from short term to long term.
- Manage contracts on large projects, assisting multiple Contract Administrators and Contract Managers with pre-award and post-award activities.
- Develop client relationships through interfacing with representatives thru reporting, leading presentations, and meetings
- Participate in the pre-qualification of subcontractors, assessing capabilities and compliance to Fluor’s HSE, Quality, and Finance requirements
- Commercial and terms and conditions evaluation and negotiations
- Prepare final proposal evaluations and contract award recommendations, presenting results to the project team and/or client
- Post award contract management, including monitoring of contractor progress, interfacing with other disciplines, and ensuring commercial compliance thru contract closeout
- Supervise junior contracts personnel, provide an environment for professional advancement, leverage resources to administer policies and procedures consistently, and analyze situations to recommend appropriate course of action
- Utilize Fluor’s Contract Management System and SAP systems
- Travel to attend to business related matters, as/if required
- Other duties as assigned
Basic Job Requirements
- Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years* of work-related experience or a combination of education and directly related experience equal sixteen (16) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
- Advanced degree such as an Masters in Business Administration, Law degree (Juris Doctor), or global equivalent
- Fifteen (15) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects in both home office and field environments
- Proficiency in Pre-Award processes and contract package formation
- Experience in developing and negotiating contract terms and conditions, specifically for contracts, construction, modularization/fabrication, and professional services (Lump Sum, Unit Price, and cost reimbursable basis)
- Strong understanding of contracting principles and legal terms
- Familiarity with the construction industry and contract language associated with EPFC/CM
- Ability/willingness for home office and/or field short term and long-term assignments
- Experience managing construction contracts on industrial project sites

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $103,500.00 - $191,500.00
