Job Description

This role serves as a Project Procurement Manager on small-to-medium sized Lump Sum/Fixed‑Price Engineering, Procurement, Fabrication, and Construction (EPFC) projects.

  • Supports both execution projects and lump‑sum proposal development, including early bid strategy, supplier engagement, and commercial risk reviews.
  • Partners with engineering, construction, and project controls to deliver cost and schedule certainty aligned with lump‑sum contracting requirements.
  • Drives disciplined buying, strong commercial negotiation, and alignment with Fluor’s processes to protect project margin and mitigate risk.

Principal Job Duties & Responsibilities

  • Lead procurement strategy and execution for Lump Sum EPC projects, ensuring alignment with project risk, pricing strategy, and schedule commitments.
  • Support lump‑sum proposal development, including Material takeoff validation and early pricing strategies, Risk opportunity, and escalation assessments.
  • Guide RFQ preparation, bid evaluation, commercial alignment, and negotiation of large/complex equipment and bulk material packages.
  • Define and apply procurement approaches that support cost certainty for fixed‑price contracting.
  • Review and apply all Prime Contract flow‑down requirements.
  • Plan and manage all Material Management activities in accordance with Fluor work processes and the project Material Responsibility Matrix.
  • Ensure alignment across disciplines to the project baseline (cost, schedule, risk).
  • Prepare and issue required Material Management reports.
  • Maintain strong relationships with clients, engineering, construction, suppliers, and internal stakeholders.
  • Lead and develop team members, provide performance feedback, and support training.
  • Organize and manage multiple priorities, deadlines, and complex deliverables.
  • Ensure compliance with Fluor procedures, policies, safety, and sustainability requirements.
  • Travel as needed for supplier, client, or project‑related work. Meet expectations on attendance and punctuality

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements  

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders  

• Job related technical knowledge necessary to complete the job  

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines  

• Ability to attend to detail and work in a time-conscious and time-effective manner   

Other Job Requirements

Material Management

  • Develop and implement the overall material management plan, including workshare and automation components, and the project Material Responsibility Matrix
  • Drive adoption of Material Management best practices, knowledge portals, and standards.
  • Personally get results and help others by supporting, encouraging and coaching them as needed
  • Align with Commercial Strategies for corporate and project buying strategies.
  • Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project
  • Ensure the team understands and executes to the project baseline.

Purchasing

  • Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team
  • Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
  • Align with Construction to determine site purchasing requirements and responsibilities
  • Coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix
  • Manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
  • Interact with the Project Material Manager, Discipline Leads, and Client on a day-to-day basis to meet project procurement objectives
  • Effectively manage personnel within multi-functional, culturally and regionally diverse project team
  • Identify Prime Contract flow downs for Terms and Conditions modification
  • Prepare Performance Evaluations for all direct reports
  • Perform Effort Hour budget
  • Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project

Preferred Qualifications

  • Experience in EPC/EPCM capital projects
  • Experience serving as Project Procurement Manager or Material Manager on large Lump Sum EPC projects ($500M+)
  • Experience with Fluor processes, procedures and systems
  • Experience in dealing with global vendors (outside US)
  • Ability to communicate fluently in English (read, write, and speak)
  • Experience should be primarily in the area of material management
  • Excellent interpersonal and communication skills
  • Strong computer skills, leadership skills, and decision‑making ability.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
