Job Description
This position possesses competence in all conventional aspects of Quality including project related activities such as planning and executing standard Quality techniques, standards, procedures, and policies, and providing solutions to problems encountered. This role provides technical and administrative direction to lower-level personnel.
• Participate in project audits
• Prepare Quality Performance Indicators (QPIs) reports
• Initiate the Operating System Requirements (OSR) Checklists for the Project Manager and update monthly
• Assist the development of Project Quality Plans for inclusion in the Project Execution Plan (PEP)
• Coordinate the preparation and collection of the Activity Plans for each of the disciplines on the project for inclusion in the Project Execution Plan (PEP)
• Prepare project Audit & Gate Review Plans, schedule upcoming project audits accordingly, and prepare and issue Audit Reports through the Audit Database Tool
• Support Discipline Auditors during the Discipline Audit process
• Monitor the timely and effective close-out of Corrective Actions (CAs), Preventive Actions (PAs), and Nonconformance Reports (NCRs)
• Prepare Quality input for the Monthly Progress Report and the Project Status Reviews
• Perform focused audits and spot checks of Quality deliverables
• Issue a monthly Quality Performance Indicators (QPIs) Status Report for the project (if QPIs are used)
• Implement Continuous Performance Improvement (CPI) using Power BI dashboards
• Support the development of Quality & CPI systems through programming, configuration, data engineering, and database management
• Administer the Quality & CPI audit database tool and functional data connections
• Assist in the continuous improvement of legacy workbooks and implementation of software upgrades
• Develop user manuals for functional systems and document UX design and decision making
• Update legacy audit checklists on a regular basis using VBA and other programming tools
• Assist in the preparation of project audit schedules, discipline activity plans for the Quality function, and audit reports, noting non-conformances and verifying effective corrective action
• Assist (if directed by senior Quality management) the Project Manager in developing an orientation program to ensure that the project teams are familiar with the requirements of the Project Quality Plan
• Act as a Quality auditor and follow up on audit findings such as corrective and preventive actions
• Assess suppliers’ and contractors’ quality management systems providing assurance in their ability to meet project requirements
• Assess the completeness of contract and PO packages throughout the RFP and RFQ processes
• Assist in the documenting of project Quality records for all phases of the project
• Deliver Quality work in accordance with approved Activity Plans
• Contribute to and promote the use of Fluor’s knowledge management portals and communities
• Support proposal and effort-hour estimate activities
• Organize multiple tasks across a variety of projects in an effective manner, set priorities, and meet deadlines
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in engineering field of study and three (3) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
• Accredited four (4) year degree or global equivalent in engineering/technical preferred
• Advanced knowledge of the Microsoft Office Suite
• Advanced Excel and VBA skills preferred
• Knowledge of SQL Server and Power BI preferred
• Knowledge of SharePoint and PowerApps preferred
• Knowledge of application UI/UX design and implementation preferred
• One-to-two (1-2) years of related Quality/project experience preferred
• Moderate interpersonal and communication skills
• Moderate leadership and decision-making skills

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
