Job Description
As a Regional Recruiting Team Lead, you will play a key role in leading and managing our talented team of recruiters to attract and hire top-tier talent for our organization. Responsibilities include but are not limited to ensuring the smooth and efficient operation of the recruitment process, developing innovative sourcing strategies, and fostering a collaborative and high-performing team environment. This role ensures the fostering of strong partnerships with universities, overseeing an elite internship program, and optimizing the onboarding experience for new employees.
Key Responsibilities:
- Team Leadership: Lead and manage the recruiting team, providing guidance, mentorship, and support to ensure each team's success in meeting hiring goals and KPIs. Oversight of the professional recruitment team, University Relations Team, and Onboarding Team within region. Foster a positive culture that promotes collaboration, inclusion, and professional growth.
- Recruitment Strategy: Develop and execute comprehensive recruitment strategies to attract diverse and high-quality candidates across various positions and levels.
- Sourcing and Talent Acquisition: Implement proactive sourcing strategies, including direct sourcing, networking, and leveraging social media platforms to identify top talent and build talent pipelines. Ensure team is efficiently leveraging LinkedIn seat and adhering to utilization expectations.
- Selection Process: Oversee the end-to-end recruitment process, including candidate screening, interviewing, assessment, and offer negotiation, ensuring a seamless and positive candidate experience. Management of the Regional Onboarding team to ensure effectiveness and present positive candidate experience throughout process.
- KPI Monitoring: Set and monitor key performance indicators (KPIs) for the recruiting team, such as candidate step/status, hiring manager step/status, time-to-fill, while driving continuous improvement and efficiency.
- Stakeholder Management: Collaborate with hiring managers and department heads to understand their hiring needs, provide regular updates on recruitment progress, and build strong relationships to ensure alignment of recruitment objectives.
- Employer Branding: Bring forward ideas and identify opportunities to enhance and promote Fluor as an employer of choice and enhance our employer brand in the market.
- Data-driven Approach: Utilize data and analytics to track recruitment metrics, identify trends, and make data-driven decisions to optimize the recruitment process and hold recruitment team accountable to meet established performance expectations.
- University Relations Program: Responsible for the successful management of the University Relations Program by guiding the team through requisition management, hiring of new graduates and interns, promoting branding and campus presence, and executing the summer internship program.
- Onboarding Team: Lead this team to ensure a seamless transition for new hires into the organization.
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Proven experience as a successful recruiter and Team Lead.
Strong knowledge of recruitment best practices, sourcing techniques, and talent acquisition strategies.
Experience using applicant tracking systems (ATS) and other HR software tools. Specific experience with Success Factors and Eightfold preferred.
Excellent communication, interpersonal, and relationship-building skills.
Demonstrated ability to lead and motivate a team to achieve KPIs and targets.

Preferred Qualifications
• Accredited four (4) year degree or global equivalent in Psychology, Education, Industrial Relations, Human Resource (HR), or related fields with significant HR/Admin experience
Previous experience with EPC in recruitment preferred
• Advanced degree (Master in Business Administration, Organization Development, etc.) or global equivalent preferred
• Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation
• Demonstrated problem solving, judgment, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations
• Demonstrated ability to be discreet with confidential company and employee information
• Excellent written and oral communication skills
• Intermediate to advanced knowledge of cultures and cross-cultural collaboration
• Ability to build trusting relationships, gain credibility, and partner with leaders, peers and employees
• Ability to achieve results in a fast-paced, dynamic environment with shifting priorities and deadlines
• Exhibit team orientation and positive relationships with all levels of employees
• Display an understanding of the company’s organizational structure, corporate culture, and business objectives
• Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
• Basic knowledge of internal database applications for designated discipline

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
