Job Description
The Senior Buyer/Project Purchasing Manager is a key member of the Supply Chain team, responsible for executing procurement activities for materials and equipment in support of complex projects from pre-award through closeout.
- NUCLEAR EXPERIENCE REQUIRED
- Strong understanding of nuclear regulatory regimes NRC, ASME NQA-1, and ISO 9001 vs nuclear-specific QA differences
- Knowledge of safety classifications (Safety, Non-Safety, and Augmented Quality)
- Understanding of Commercial Grade Dedication process for upgrading commercial items to safety-related use
- Familiarity with EPRI guidelines and INPO/WANO industry standards and key organizations
- Execute purchasing activities and strategy development for critical engineered equipment and major bulk materials in accordance with project requirements and material management plans
- Review the project scope of work and prime contract and develop modifications to standard templates and terms and conditions for final legal review
- Prepare bid packages, manage bidder communications and clarification meetings and administer quotation timelines
- Conduct commercial bid evaluations evaluating pricing, terms, delivery, compliance and risk against project baseline documents
- Issue purchase orders and manage them through the full lifecycle, including change orders, price adjustments and supplier exceptions
- Effectively negotiate and recommend resolution to terms and conditions exceptions
- Negotiate and resolve any claims related items regarding material
- Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
- Validate supplier invoices and resolve discrepancies in a timely manner
- Provide guidance and support to intermediate and junior buyers on the project team
- Collaborate closely with Engineering, Construction, Logistics, and other project stakeholders
- Lead weekly purchasing meetings to align expectations and schedules
- Plan and organize own work assignments, as well as carry out tasks from management staff
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
- Adhere to and support Fluor’s Health, Safety & Environmental and Sustainability Policies
- May need to travel to attend to business related matters
- Meet expectations on attendance and punctuality
- Other duties as assigned
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
• Accredited degree or global equivalent
• Applicable professional certification(s) or license(s)
• Experience should be primarily in the area of material management
• Excellent interpersonal and communication skills
• Excellent computer literacy and skills
• Excellent leadership and decision-making skills

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $119,500.00 - $222,500.00
