Job Description

This position reports to the Commissioning and Start up Manager and performs technical, clerical duties, and commissioning and start up activities on Fluor projects worldwide. Responsible for the setup of small to large size projects utilizing Completions Management System (CMS) data tracking program to achieve contractual compliance.  

• Project setup, initial implementation, population and administration of the completions tracking program

• Prepare and issue completions project reports which identify activities, status and performance for the project

• Work with construction, sub contractors, turnover, commissioning and project groups to ensure the physical documentation requirements for the turnover of systems and facilities are complete and ready for submission

Participate in system walk-downs, punch-list closure, and turnover acceptance efforts

• Maintain strategic commissioning programs including pre-commissioning programs, preventative and predictive maintenance and computerized maintenance management systems

• Comply with contract and operating system requirement Operating System Requirement (OSR)/Operating System Implementation Plan (OSIP) requirement to ensure the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team

• Other duties as assigned

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal to eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors  

• Job related technical knowledge necessary to complete the job  

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner 

Other Job Requirements

• Assist in on boarding new team members through coaching and/or other orientation practices

• Understand current capabilities of automation tools and ensure they are being utilized to the full benefit of the department and project

• Sponsor and promote participation in completion of training programs so adherence to operations guidelines and specifications is ensured

• Maintain safe and healthy work environment by following and enforcing established project procedures relating to safety, work permitting and work order systems; adhere to legal requirements

Continually improve personal technical, commercial, and organizational knowledge and skills

• Participate in the career development of start up personnel assigned to the start up team

• Contribute to turnover dossiers documentation

• Work with construction management in communicating project completion

• Support and update turnover database management systems completions program

• Maintain technical knowledge by keeping current on applicable processes, practices, and best methods

• Work with construction in the efficient start up of facilities

• Promote efficient and cost effective site activities by providing ongoing assessment of personnel and current completions practices

• Proficient in setup of small to large size projects completions data tracking program, current completions program 

Preferred Qualifications

• Four (4) years of experience in start up, operations, mechanical, electrical, distributed control systems (DCS) or instrumentation and controls (I&C) commissioning

• Understand project schedules

• Demonstrate willingness and ability to travel on a short notice both internationally and domestically for short and long term assignments

• Ability to speak/read multiple languages

• Proficient with Microsoft Office Suite, equipment (computers, faxes, printers, scanners, etc.)

• Ability to build effective relationships with client, engineering, construction, and vendor personnel

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $74,000.00 - $138,000.00
