Job Description

This position provides leadership in evaluation, planning, organization, and execution of assigned project requirements. Reviews engineering drawings and specifications to implement and execute all related commissioning and start up practices, tools, techniques, and programs to achieve contractual compliance. This position may serve as lead role on large complex projects or a support role on mega size complex projects worldwide.

• Prepare project reports and detailed estimates by identifying activities, status and performance

• Promote efficient and cost effective site activities by providing ongoing assessment of personnel and current completions practices

• Confirm effective application of all tools, techniques and programs by maintaining strategic commissioning programs, including pre-commissioning programs, preventative and predictive maintenance and computerized maintenance management systems

• Develop, review and implement a system centric integrated project schedules and develop work plans to support project milestones

• Complete contract and Operating System Requirement (OSR)/Operating System Implementation Plan (OSIP) requirement by confirming that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team

• Stay current on applicable technical processes, methods and best practices • Other duties as assigned

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

• Provide leadership in evaluating, planning, organizing, and executing assigned discipline specific project requirements

• Develop and implement detailed and integrated pre-commissioning, commissioning, operations and/or maintenance and start up process and plan

• Enhance skills, performance and development of all employees by sponsoring and promoting completion training programs so that adherence to operations guidelines and specifications is ensured and work of the highest quality prevails

• Maintain safe and healthy work environment by following and enforcing established project procedures relating to safety, work permitting and work order systems; adhere to legal requirements

• Participate in the career development of Commissioning and Start up personnel assigned to the commissioning and start up team

• Report discipline progress against scheduled activities

• Align and incorporate new team members through coaching and/or other orientation practices

• Understand the current capabilities of automation tools and ensure that they are being utilized to the full benefit of the department and project

• Ensure compliance with all environmental permits limits and support regulatory reporting requirements

• Ensure effective application of all strategic commissioning/start up tools, techniques and programs (i.e., commissioning manual, field reference guidelines, manufacturers’ recommendations, current equivalent completions program, standard industry practices, etc.)

• Continually improve personal technical, commercial, and organizational knowledge and skills

Preferred Qualifications

• Demonstrated willingness and ability to travel on a short notice both internationally and domestically for short and long term

• Work experience with functional knowledge of all areas of plant/facility pre-commissioning, commissioning, operations and/or maintenance and start up technology with twelve (12) years of operations, maintenance, turnover, outage, pre-commissioning, and/or applied home office experience

• Twelve (12) years of experience in discipline operations and/or commissioning and start up

• Expert in at least one area of plant commissioning, operations and/or maintenance and start up technology

• Previous successful leadership role during mechanical completion, pre-commissioning, commissioning, operations and maintenance planning and start up

• Experience in Lump Sum Turnkey (LSTK), Program Management Consultant (PMC), Engineering & Procurement (EP), Engineering, Procurement, Fabrication, and Construction/Construction Management (EPFC/CM), Engineering, Procurement, Fabrication, and Construction/Construction Management (EPFC/CM), Front End Loading (FEL), Front End Engineering & Design (FEED), pre-commissioning, commissioning, training, start up, etc., type project for strategic planning, implementation, and execution

• Ability to build effective relationships with client, project management, engineering, construction, and vendor personnel

• Proficient understanding and use of Microsoft (MS) Office suite of software programs, Knowledge management portals and communities, Primavera, MS Project scheduling software and Lotus Notes

• Demonstrated leadership skills necessary to achieve business and project results

• Proficient in the use of Projects Online

• Outstanding written and verbal communication skills

• Demonstrated ability to develop successful professional relationships and become a team player as a sole contributor within the team

• Ability to speak/read multiple languages

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
