Principal Job Duties & Responsibilities
• Provide support to business and execution units in the formation of prime contracts, including participating in the proposal, prime contract review, joint venture and/or subcontract partnering, and risk assessment process
• Facilitate smooth transition from Award to Execution with the support of the Project team throughout life of a risk project
• Coordinate with the Legal Department and Insurance and Risk Management Group to obtain and provide information regarding commercial issues; coordinate with Project Controls and Project Business Services on commercial issues
• Review project correspondence to ensure Fluor’s rights are protected and that it is consistent with the terms of the prime contract
• Assist in review and updating the Contract Summary throughout the project
• Participate in functional management team reviews
• Ensure compliance with management of vital records and relevant correspondence to support reporting, contract audit, claims and litigations, and contract close out
• Provide contracts reviews/audits to projects to identify potential contracts problems and process improvement opportunities
• Assist in the development and implementation of systems and resources necessary to make improvements
• Provide claim support and resources to project teams to prepare and negotiate claims as required
• Report performance data to the functional management for use in maintaining contracts metrics
• Coordinate with Project Controls and Project Business Services on commercial issues
• Interface with senior level clients, joint venture, and industry organisation professionals while carrying out Company’s contracts activities
• Provide input to the Project Completion Report on Prime Contract Management
• Track Prime Contract Notice Requirements, give timely notice, and initiate actions required to follow-up when required
• Participate in Business Risk Management Framework (BRMF) reviews and functional management team reviews
• Read, understand, and administer the legal nuances and terms of the prime contract
• Assist in reviewing or writing formal correspondence to Clients to ensure contract compliance
• Follow the Disputes process as defined by the Prime to track and administer throughout the project, while working with Legal
• Work with Director (Prime Contract Management), Legal, senior management, and the Client for all contract modifications to the Prime Contract
• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
• Analyse situations, identify and forecast pertinent problems and evaluate realistic options; and recommend /
implement appropriate course of action

Basic Job Requirements

Preferred Qualifications - Related Education, Experience & Skills
• Accredited degree in law, commerce / business, engineering, construction management or cost engineering or equivalent experience
• Requires a comprehensive knowledge of industry business practices and management of contracts and subcontracts
• Understanding and experience with multinational business and major projects environments
• Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders (PDNs), risk identification and mitigation, effective correspondence, planning, and scheduling
• Proficiency in the formation and administration of prime contracts and subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps
• Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organisation and leading a workforce comprised of many nationalities and backgrounds
• Excellent oral and written communication skills
• Excellent interpersonal skills
• Ability to communicate effectively with stakeholders, including: management, coworkers, clients, vendors, contractors, and other stakeholders
• Ability to attend to detail and work in a time-conscious and time-effective manner.
