Job Description

The Prime Contracts Manager serves as the subject matter expert for Prime Contract Management, providing commercial and contractual leadership throughout the lifecycle of major projects. The role is responsible for establishing and maintaining an execution framework that complies with contractual requirements while supporting project safety, quality, schedule, value, and profitability objectives.

 

Key responsibilities include:

  • Lead and support the formation, review, negotiation, and administration of prime contracts, including participation in proposal development, contract review, joint venture and subcontract partnering, and risk assessment activities.
  • Facilitate the successful transition from project award to execution and provide contract management support throughout the project lifecycle.
  • Coordinate with Legal, Insurance & Risk Management, Project Controls, Project Business Services, and project leadership teams on commercial and contractual matters.
  • Administer the terms of prime contracts and manage contractual obligations, notices, contract summaries, records, and compliance requirements.
  • Review and oversee project correspondence to ensure Fluor's contractual rights and interests are protected.
  • Support and oversee change management, contract modifications, claims preparation, negotiations, and dispute resolution.
  • Conduct contract reviews and audits to identify contractual risks, compliance issues, and opportunities for process improvement.
  • Interface with clients, joint venture partners, contractors, and senior management regarding commercial and contractual matters.
  • Monitor contract performance, provide reporting and metrics, and contribute to project completion and business risk management reviews.
  • Analyze commercial issues, identify risks and opportunities, recommend solutions, and support informed business decisions.
  • Ensure compliance with Fluor policies, procedures, global standards, and Health, Safety, Environmental, and Sustainability requirements.
  • Travel as required to support project and business needs.

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in Business, Law, Engineering, Construction Management, Cost Engineering, or a related discipline, and at least 10 years of relevant experience; or a combination of education and directly related experience equivalent 14 years if non-degreed.
  • Experience in contract management within major projects, engineering, construction, mining, energy, oil & gas, or infrastructure environments.
  • Comprehensive knowledge of contract formation, contract administration, commercial management, contract law, change management, claims, dispute resolution, and risk management.
  • Proven experience administering contracts throughout the full project lifecycle, from tendering and contract award through project execution and close-out.
  • Strong understanding of multinational business environments and large-scale capital projects.
  • Excellent communication and stakeholder management skills, with the ability to collaborate effectively across project teams, clients, contractors, suppliers, and senior leadership.
  • Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities in a fast-paced environment.
  • Ability to interpret and apply contractual, commercial, and regulatory requirements while maintaining a high level of attention to detail.
