Job Description
The purpose of this position is to perform the essential project management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy.
Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
Ensure execution of all aspects of the project in accordance with contractual obligations, Fluor’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
Ensure full compliance with Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements
Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team
Deliver the project in accordance with the project execution and commercial baselines

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
Participate in Fluor University
Utilize Knowledge Management processes to capture, support, and leverage relevant knowledge to enhance project execution
Participate in sales and marketing efforts
Preferred Qualifications
Current or ability to hold and maintain a Secret Clearance (possibly TS).
Bachelor of Science degree in any Engineering, Scientific field and 12+ years of prior relevant experience or Master's of Science with 10+ years of prior relevant experience.
10+ years of experience leading highly complex teams and managing projects.
10+ years of experience in the intelligence and/or DoD communities.
Excellent problem-solving skills.
Ability to work on a team managing multiple Program Managers and Engineers around the world.
Travel (up to 25%) is required.
5+ years of experience in the WMD community.
5+ years of experience with Biology, Biological engineering, Chemistry or Chemical engineering, and EPC.
Experience with the United States military, Special
Experience with the United States military, Special Operations Command (SOCOM) and other Combatant Commands

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
