Job Description
Fluor is seeking a Training Integration & Curriculum Lead to support a U.S. Government national security program focused on international capacity building and professional training. This role provides oversight and coordination of training activities, curricula, and assessments across multiple projects and stakeholders, ensuring consistency, quality, and alignment with program objectives. The position works closely with project leadership, subject matter experts, and delivery teams to support the planning, development, and execution of training-related activities in overseas environments.
Job Duties
Training Integration & Program Coordination
- Align and synchronize training activities across multiple projects and workstreams to meet WBS and schedule requirements
- Ensure consistency and interoperability of training deliverables across diverse stakeholders and regions
Curriculum Development & Instructional Design
- Oversee creation, maintenance, and organization of training curricula, instructional materials, and supporting documentation
- Apply training lifecycle methodologies (e.g., ADDIE) and best practices for adult learning and international audiences
Assessment & Quality Assurance
- Ensure alignment between training content, assessments, and delivered activities to meet program objectives
- Implement quality control processes for training materials, review cycles, and compliance with U.S. Government standards
Stakeholder & SME Coordination
- Collaborate with instructors, subject matter experts, subcontractors, and project teams to deliver integrated training solutions
- Facilitate communication and coordination across multidisciplinary teams in overseas environments
Evaluation & Continuous Improvement
- Support evaluation of training effectiveness and incorporate lessons learned into future curricula and delivery strategies
- Maintain feedback loops for iterative improvement of training programs
Compliance & Documentation Management
- Ensure project adherence to U.S. Government requirements, internal procedures, and international engagement protocols

Basic Job Requirements
- Bachelor’s degree in engineering, international relations, security studies, or a related field (Master’s preferred)
- 8+ years of experience supporting training, curriculum management, or program integration efforts
- Experience delivering training, assessments, or capacity-building programs related to CBRN, WMD, chemical security, or emergency response
- Experience working on U.S. Government programs, preferably in an international or overseas context
- Demonstrated ability to coordinate across multidisciplinary teams
- Demonstrated experience managing training overseas or OCONUS, preferably in Southeast Asia or the Indo-Pacific region
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Strong organizational and communication skills with proven ability to manage multiple stakeholders, subcontractors, and SMEs in complex environments

- Up to 30% international travel, including short-notice deployments
Preferred Qualifications

- Experience supporting national security, defense, or international assistance programs
- 8+ years of instructional design or training lifecycle concepts
- 6+ years of experience working with foreign partners or multinational audiences
- PMP, instructional design, or related certification preferred
- Active or prior U.S. Government SECRET clearance

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
