Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

Job Description

**This is a remote opportunity with 10% travel**

 

The APM works under the general direction of the Supervising Transportation Engineer (Sup TE), the Assistant PM Engineering will serve in a technical support role to the Planning and Engineering - Strategic Delivery Office Locally Generated Alternative (LGA) Team and will be responsible for providing support in overseeing the technical designs for preliminary and advanced engineering documents/deliverables, as well as supporting the management and tracking specific tasks and deliverables within the design contract, ensuring that assigned contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the California High-Speed Rail Authority (Authority), the State Contracting Manual (SCM) and the California Government Code (GC), as well as management of assigned contracts in accordance with federal and State of California laws and regulations, contract provisions, and the Authority’s policies and procedures. In addition, the incumbent will assist the design oversight of utility and local facility relocations impacted by the California High-Speed Rail Authority (Authority) project.

 

Responsibilities:

  • Assist in oversight of technical design for engineering plans, calculations, and reports, including performing a programmatic review of technical submittals to ensure product quality and conformance with applicable design criteria, directive letters, specifications, contract constraints, and applicable laws.
  • Performs required independent quality assurance and verification inspections of deliverables as directed.
  • May be required to provide technical support as directed for analysis and interpretation of documents such as reports, studies, and plans to conform to structural engineering codes, third party, local agency design, and engineering requirements, amongst other requirements. These documents range from engineering, right-of-way, environmental services, rail operations, planning, and sustainability; also, the candidate will also support the Sup TE to provide Over the Shoulder review, which is a concurrent review that is coordinated with the various functions of the Authority.
  • Provide assistance and feedback on innovative technical approaches to meet project milestones and to ensure quality deliverables.
  • Assist with coordination and solicitation of feedback from internal and external stakeholders.
  • Assist with documentation of meetings, dissemination of information to necessary internal and external partners, filing of documents and certification in designated electronic repositories, etc.
  • Review and provide feedback as directed on draft changes to configuration documents related to engineering design on project sections. Coordinates as directed on configuration item changes with internal stakeholders, including Real Property, Infrastructure Delivery, Rail Operations, Engineering Services, Environmental Services, Planning and Sustainability, and Contract Management.
  • Assist in the identification of project risks and helps to identify mitigation as needed.
  • Other related duties may be assigned

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal fourteen (14) years if non-degreed
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job  
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

  • Experience in project management and managing multi-discipline teams to meet project milestones.
  • Participate in Fluor University courses for continued learning experiences
  • Utilize Knowledge Management processes to capture, support and leverage relevant knowledge to enhance project execution
  • Support the projects by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities
  • Ability to travel with in the state of California up to 10%

Preferred Qualifications

  • Degree in Civil Engineering or equivalent
  • Ten (10) plus years of civil engineering experience
  •  Five (5) plus years of high-speed rail experience.
  • Ability to apply engineering judgment in design of high-speed rail projects
  • Knowledge of various phases and functional responsibility of high-speed rail project development and delivery, federal and state contracting laws and regulations.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $108,000.00 - $201,000.00
