Job Description
The Director, Performance Management and Risk is a key leadership position and responsible for leading the development, management, maintenance, and revision of the capital program baseline project, ensuring it aligns with legislative mandates and project goals. Oversee the implementation of policies and procedures, manages a multi-functional team of state and consultant staff, and provides high-level strategic recommendations to client executives. The position plays a critical role in monitoring and reporting on program performance, including cost, schedule, and risk, ensuring the efficient execution of the rail project, while maintaining transparency and informed decision-making.
Position Responsibilities
Client Capital Baseline Program aka ACPB
• Manages, supervises, and directs the development and implementation of policies, guidelines, and standards for the ACPB
• Responsible for all elements of the ACPB consistent with the mandated reporting requirements
• Oversees unfunded programmatic priorities to be shifted to the ACPB as funding becomes available
• Ensures performance monitoring is conducted such as Earned Value metrics.
• Indirect oversight responsibility for Program Management Oversight resources throughout the program.
• Oversees the monitoring, analysis, and communication of program performance against the ACPB to the Client Executives to promote timely and informed decision-making.
Change Control Committee
• Manages, supervises, and directs the formulation of processes and procedures to manage the operations of the client’s Change Control Committee; including change orders, amendments, and any other item before the committee requiring review and approval.
• Ensures that the operations are in accordance with the client guidelines, contract management scope of services
• Oversight of subordinates, including establishing expectations, providing direction, training, counseling, and evaluating work performance.
• Assists the Chief of Project Controls with monitoring trends from change orders and amendments to provide insight for decision makers on potential issues.
Change Management
• Oversees the planning, organization, and execution of change management to successfully provide a formal, controlled mechanism for changes to scope, schedule or budget that affect the Capital Program Baseline.
• Contributes to the development and implementation of the client’s formal stage project delivery process, ensuring all prerequisite schedule, cost, and risk profiles are current, accurate, and provided in a timely manner for decision making.
Performance Reporting
• Oversees the development, maintenance, and delivery of the required reports and dashboards to communicate the overall program scope, schedule, and cost performance along with other pertinent program information to executives, board members, stakeholders, and the public.
• Provides expertise and analysis of all program performance metrics to inform business decisions and ensure transparency and accuracy.
Advisement, Task Management, and Special Projects - Performs critical advisement, task oversight, and special assignments such as:
• Serves as an expert advisor to Client Executives, by providing recommendations for successful execution of strategic objectives regarding its mega-infrastructure program
• Serves as the Contract Manager or Task Manager for assigned contracts to ensure assigned contracts and agreements are in accordance with policies and procedures of the client, the State Contracting Manual (SCM) and the California Government Code (GC)
• Leads and participates in special projects, procurements, initiatives, and briefings with federal, state, local, and other partner agencies as required
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Other Job Requirements
- A minimum of 10 years of experience in project management, capital program management, or performance management, with at least 5 years in a senior leadership role overseeing large-scale infrastructure projects
- In-depth knowledge of project controls, including cost, schedule, risk management, and performance monitoring methodologies
- Proven experience managing multi-functional teams and driving strategic change across complex programs
Preferred Qualifications
- Bachelor’s degree in engineering, business, or a related field

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $160,000.00 - $302,000.00
