Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Job Description
This position will support the Small Business Officer and Program Delivery Support (PDS) Prime Contract Manager for the California High Speed Rail Authority (Authority) to implement the Small Business (SB) Program and provide support to the PDS SB partners in compliance with State and Federal laws and regulations.
The position is responsible for coordination and technical assistance on all components of the Authority’s SB Program. They will be responsible for working with the Authority, SB representatives, the PDS Invoicing, Contracts, and Subcontracts representatives, PDS Task Leads, Small Business Enterprises (SBEs), Disadvantaged Business Enterprises (DBEs), Disabled Veteran Business Enterprises (DVBEs), and Micro Businesses (MBs) to support SB resourcing, prompt payment and supportive services to ensure utilization goals are met.
The PDS SB Outreach Analyst will support the Deputy SB/LC Manager to follow up with Task Leads, SharePoint and AECOM/Fluor website to create Duty Statements/updated Org Charts and reaching out to and following up with aligned SB's regarding resumes, rate validation, and justifications. They ensure collected documents are uploaded into the appropriate SharePoint files and updates are inputted in the PDS teams Master tracker tabs.
Position Responsibilities
- Coordination with SB firms, preparing/compiling PRF packages (PRF Form, Resume, Duty Statements, collecting payroll validation and/or Purchase Order confirmation to the following SB firms and/or PDS Task Leads
- Track and maintain SB solicitation timelines to committed SBs, trigger public SB outreach when solicitation threshold has passed
- Ensures SB program compliance through proactive initiatives, conducts program compliance reviews and provides on-going technical assistance to SB consultants
- Maintain certification records to ensure compliance with SB/DBE/DVBE crediting requirements and other applicable regulatory requirements
- Maintain matrices and electronic databases of SB resources to support alignment and coordination between contracts, invoice, subcontract, resourcing, and SB teams
- Coordinate with contractors and subcontractors to ensure compliance with Federal SB/DBE and other applicable regulatory requirements
- Gathers statistical SB utilization data and compiles reports as required for appropriate entities
- Perform initial preparation of SB Adds/Substitution and Termination requests for SBO and or SB/LC Deputy approval
- Ensure the coordination of PDS SB Program deliverables with Authority managers, the Authority’s Business Advisory Council, local agencies and the business community as requested
- Other related duties maybe assigned
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and three (3) years of work-related experience or a combination of education and directly related experience equal to seven (7) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Other Job Requirements
- Proven experience with State and Federal program requirements and procedures
- Proven project management skills, problem solving and ability to adapt to changes in priorities and complete tasks or projects with short notice
- Proven ability to present, provide training, maintain, and develop stakeholder relationships
- Must be dependable, have strong analytical and business writing skills and accept a work environment with varying degrees of short notice priorities and new directions
- Deal tactfully with all levels of employees, managers, and Authority
Preferred Qualifications
- Bachelor’s Degree and at least three years of professional experience in SB/DBE Compliance or equivalent
- Advanced understanding of a relevant professional discipline
- Self-motivated, independent, and customer service focused
- Computer proficiency and knowledge of various computer software applications such as MS Office Suite, SharePoint, Word, Excel, PowerPoint, and Publisher
- Excellent time management and organizational skills
- Knowledge of standard formats for letters, memorandums, reports, and initiate Excel spreadsheets

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $65,500.00 - $108,500.00
