Role
The Modernization Major Construction Project Director provides leadership within the organization (i.e.Site/Reachback/Field Engineering, Construction, Project Management, QA, HSE, Project Controls, etc) and is primarily engaged in the management and direction of 2 large capital projects (i.e. Dragon Fire and J5 Phoenix).
This position requires the application of knowledge gained from executing cost reimbursable EPC Projects. The Modernization Major Construction Project Director has the full authority in areas which impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
The purpose of the Modernization Major Construction Project Director is to manage and direct the performance of all the EPC activities for the 2 large capital projects valued greater than $500M in conformance with plans, specifications, schedules, and cost estimates. The role requires knowledge and background of assigned work, ability to grasp complex situations with ease, and see the overall picture and alternative solutions to meet project objectives. The role directs the EPC Project Team as necessary in their respective roles to meet or exceed all project objectives.
Responsibilities
- DOD and/or DOE related technical knowledge and experience
- Perform full management, supervision and coordination of all self-performed and subcontracted work
- Execute all EPC activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards
- Control project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment
- Provide input for the development of project schedules in cooperation with the construction, engineers and project support personnel
- Confirm and participate in daily and weekly short-range planning for the Major Construction modernization projects
- Review design scope regarding constructability and provide recommendations for change
- Establish the manpower levels to attain schedule milestones and monitor manpower levels to maximum award fee potential for BNH, the fully populated joint venture
- Monitor productivity and cost in order to maintain maximum labor productivity and cost-effectiveness for the client and company
- Monitor changes/project scope/budgets to ensure all changes are quickly and properly communicated to the AF Project Management Team
- Implement and enforce the site safety, security and union project work rules
- Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed at the site
- Manage and support the Dragon Fire and Phoenix Project Managers with the overall administration of the project
- Manage the contractual commitments for the large capital project(s), including cost, quality, and schedule
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

- Plan and manage the project’s temporary facilities (i.e. field trailers)
- Maintain quality of all work in accordance with the standards as specified in the design documents
- Ensure BNH operations and maintenance personnel who will own/operate/maintain the completed projects are integrated into design/implementation/installation reviews to ensure effective operations/maintenance, when USAF accepts the facilities and turns operations over to BNH.
- Maintain effective construction equipment use and maintenance program
- Maintain an effective plan for the supply and control of tools, equipment and supplies
- Administer, train, and mentor all personnel with EPC fundamentals
- Remain knowledgeable of safety policies and procedures and perform assigned duties in a safe manner while supervising others
- Manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
- Leverage internal (directorates) and external resources to administer policies and procedures consistently across all business lines, functions, and locations
- Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
- Organize and prioritize multiple tasks in an effective and timely manner to meet critical time deadlines
- Maintain compliance with all applicable policies, procedures, and global standards
Preferred Qualifications
- Typically, direct and responsible for all staff assigned to the large capita project(s) through direct reports typically consisting of managers and supervisors for various functions (i.e. Safety Manager, Quality Manager, Construction Manager, Superintendents, Site Engineering/Reachback Manager, Procurement Manager and others) as appropriate for the projects
- Typically serve as lead person to coordinate all activities and communication within the site/project areas as well as between those areas and other offices and locations
- Coordinate indirect activities, internal (across directorates) and external, required to support a productive project execution, including functional staff support, support craft activities, and any other resource necessary to assure a safe and quality project execution
- Generally responsible to ensure all work is undertaken within the approved scope boundaries and is in full compliance with all pertinent requirements
- Responsibility typically includes serving as the single point of accountability to senior management and client.

- Experience working within Joint Ventures and/or Partnerships
- Excellent skills in interpersonal relations, conflict resolution, communication, and leadership; possess strong presentation ability to address senior management, client management, and total project personnel with command
- Competency in administrative functions related to project and office operations is important
- Functional proficiency in project controls, human relations, industrial relations, and contract management as it applicable to assigned area of responsibility; possess the capacity to direct those functions as required to support the project execution while typically being well seasoned in most functions as they apply to management of the project
- Demonstrated strong decision making, critical thinking and problem-solving skills with ability to remain calm while taking charge in critical situations and under pressure
