Job Description

This position is responsible for the overall implementation and direction for the assigned area of the estimating functions to provide services, procedures, and methods for the timely and accurate issuance of estimates and supporting documentation to the client and project management.  In responding to estimating requests, is responsible for ensuring that departmental and company requirements are met.  This position may direct the quantitative development of material, labor, and subcontract take-offs, as well as the coordination of information among Engineering, Procurement, Construction, Commissioning and Maintenance.  On large to mid-sized or multiple projects, the individual, if on the leadership track, may act independently or may direct a staff of other estimating professionals.  If on a technical track, the individual will report to an upper-level estimator on a mega or extremely large-sized projects.  

• Develop the estimate plan and coordinate estimate development with the project team

• Lead the development of the total project estimate; detailed and/or conceptual

• Prepare the total Project Basis of Estimate

• Prepare the Estimate Risk Analysis and make cost contingency recommendations

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines  

• Other duties as assigned  

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements  

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors  

• Job related technical knowledge necessary to complete the job  

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines  

• Ability to attend to detail and work in a time-conscious and time-effective manner   

Other Job Requirements

​​​​​​• Stay abreast of current estimating techniques by maintaining expertise through the numerous opportunities provided by professional organizations or by networking with other estimating specialists within the engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry

• Update, as required, common rates that are used in the business line estimates

Be active in knowledge management portals and communities with regard to forum questions and discussions

• Be knowledgeable about the benefits of Cost Competitive Execution, Excel to Win, Business Risk Management Framework (BRMF) and Strategy to Win; actively promote innovative ideas and solutions 

Preferred Qualifications

• Seasoned expertise to ensure that all pertinent information is updated in relation to the present scope of work

• Should be involved with an Estimating professional society

• Minimum of zero (0) years of experience using any of the Fluor Estimating Systems or five (5) years of experience using Industry recognized estimating systems

• Minimum of two (2) years of field experience, preferably in project controls, construction, contracts, or estimating

• Demonstrate strong technical ability, combined with communicative skills, to lead estimate development  

• Knowledgeable about Lump Sum and/or Cost Reimbursable estimating

• Knowledgeable about Self-Perform and/or Construction Management Execution

• Knowledgeable about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status Reports

• Recognized as being proficient in the following areas: Direct Field Costs, Indirect Field Costs, Fluor Services Costs, Escalation, Selling an Estimate, Benchmarking and Unit Rates for Key Commodities, Insurance, performance bonds & letter of credit costs, Estimate Plan, Basis of Estimate, Input and Use of Business Risk Management Framework (BRMF), Use of Allowances, Cost Contingency, Input of Estimate into Global Pricing Model’s Template, Productivity Worksheets, Craft Mix and Crew Mix, Expatriate Policy Costs, Data Analyst, Comparison Analyst, Input into and Use of Historical Data (EMS – Experience Management System), Procurement including a comprehensive understanding of Purchase Order, Budget Quotations and “Procurement Action – Request for Proposal” (PARP) and “Procurement Action - Request for Quotation” (PARQ) work processes

• Recognized as being familiar, but requiring guidance and supervision in the following areas:  Currency fluctuation and tax costs

• Good analytical and computer skills

Compressed work schedule: The Fluor Canada offices work a compressed work schedule offering every second Friday off. 

Salary is based upon experience. Salary Range: $111,000.00 - $215,000.00

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
