Job Description

Scope
This position serves as a material planning, purchasing, expediting, logistics or field purchasing team member supervising personnel with guidance from Purchasing Management, handling critical project material or non-project procurement support for an office, group of overhead departments or indirect procurement category.
Principal Job Duties & Responsibilities

• Manage critical material orders and supervise personnel at a management level
• Ensure personnel are properly inducted in Project specific procedures, systems, protocol, and responsibilities
• Facilitate functional/discipline training requirements for personnel, required to effectively execute their role on the Project
• Plan and execute the material planning, purchasing, or logistics associated with commodities or engineered equipment, systems, or materials in support of project operations and/or goods in support of office operations
• Assist in the handling of complex material planning, purchasing, logistics, or field purchasing functions or plans, and executes those functions within established Material Management Plans, policies, and procedures
• Procure engineered equipment and materials in accordance with the Material Management Plan
• Provide general and direct supervision to material management specialists and technician-level employees, if necessary
• Review, analyze, and negotiate Terms and Conditions, based on Prime Contract flow downs
• Procure and perform expediting activities for engineered equipment and materials in accordance with the Material Management Plan

• Provide direct and general supervision to material management specialists and technicians, if necessary
• Perform data entry into and monitor and run reports accordingly using the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements
• Navigate through Fluor’s system application to research or review documents for material planning, purchasing, expediting and logistics activities
• Generate documents, organize, and manage files used to maintain tracking data and reports
• Maintain the highest ethical standards of Material Management professional responsibility
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Plan and organize own work assignments, as well as carry out tasks from management staff
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• Effectively develop and apply the Core Skills to the job
• May need to travel to attend to business related matters

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

• Provide execution support by demonstrating proof of savings by leveraging Best Cost Country Sourcing (BCCS) opportunities
• Provide sourcing support; be the Subject Matter Expert (SME) on Best Cost Country Sourcing (BCCS) suppliers in the designated category
• Conduct commercial analysis in representative supply chain categories and support in the development of sourcing solutions that offer cost savings without compromising on quality
• Actively work to develop commercial strategies for projects
• Lead a specific function within Commercial Strategy (i.e., sourcing effort on a project, supplier pre-qualification activity or data analysis)
• Create routine reports on strategies implemented (e.g., ongoing projects, savings, issues, prospects, etc.)

• Responsible for coordinating material control disciplines and material control, both, in the home office and on job sites
• Monitor the material coding process for Bulk Materials, Marked Pieces and Tagged equipment, input into material management system
• Retrieve and analyze Material Planning reports with the ability to communicate actions required of others
• Monitor material receiving, Nonconformance Reports (NCR), and Overages, Shortages, and Damages (OSD) to insure timely resolution of problems at job sites
• Monitor quantities and identify need to overbuy with surplus minimization in mind

• Effectively manage personnel within multi-functional, culturally, and regionally diverse project team
• Review and provide quality oversight against procurement deliverables generated by less experienced specialists
• Review and understand project Terms and Conditions and negotiate on non-complex packages
• Prepare bid tabulations for equipment
• Participate in all task force meetings

• Forecast and advise required levels of expediting and associated staffing requirements for the Project
• Ensure current Expediting Status updates to the Expediting module in MaterialManagerSM are maintained
• Inform Fluor and Client Management of anticipated delays in deliveries, and initiate recovery plans to mitigate the effects of the delays with regard to Construction needs
• In collaboration with Procurement Management, evaluate need for Shop Expediting in supplier/sub-supplier facilities, initiate assignments in accordance with the Expediting Plan
• Coordinate with Warehousing, Buyer, Planning and Logistics to address/reconcile Overages, Shortages, and Damages (OSD) and Material and Equipment Deficiency Notification (MEDN) claims

• Assist the development of logistics plans for best mode of transportation (ocean, air, land) incorporating customs clearance processes and International Commercial Terms (INCOTERMS) and regulations associated with import/export
• Coordinate domestic and international shipments

• Reconcile pick tickets
• Generate and administer Material Deficiency Reports as required
• Process Material Receiving Reports, Overages, Shortages, and Damages (OSD) reports, and Field Material Requisitions in the approved material management reference system
• Issue pick tickets by Bill of Material, mark piece number, Material Shipping Record, or Transfer of Materials
• Maintain Material Certificates
• Maintain files – Receiving and Issuing

• Support the implementation of non-project procurement initiatives and metrics
• Utilize proper systems to execute and administer purchase orders and contracts
• Negotiate with suppliers and contractors for best value including emphasizing risk mitigation and on-time delivery of material and equipment and/or rendering of services in accordance with the schedule

Preferred Qualifications

• High School Diploma or equivalent appropriate General Certificates of Secondary Education or global equivalent, however four (4) year accredited degree or global equivalent preferred
• Ability to communicate fluently in English (read, write, and speak)
• Working toward applicable professional certification(s) or license(s)
• Experience should be primarily in the area of material management
• Good interpersonal and communication skills
• Good computer and software skills to include the use of word processing, e-mail, spreadsheets, and electronic presentation programs
• Good leadership and decision-making skills

• Strong communication skills
• Excels in both independent and collaborative working environments
• Secondary or tertiary professional qualification/title

• Ability to recognize and diagnose inconsistencies in data
• Persistent follow up through problem resolution
• Detail oriented

• Knowledge and understanding of International Commercial Terms (INCOTERMS)
• Knowledge of Import/Export compliance
• Understanding of all modes of transportation (ocean, air, land)

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
