Job Description

Program Manager located at a client site in Fauquier County, VA providing leadership and oversight to CONUS employees. This role is responsible for planning, organizing, directing, and controlling all contractor and subcontractor activities to ensure contract compliance, safety, quality, value, timeliness, and Fluor profitability. The position requires the application of extensive experience and expertise to make decisions impacting the organization, budgets, policies, procedures, and client relations.

 

The Program Manager will perform project management responsibilities on a large, moderate-risk Facilities Operations and Management contract that includes construction projects, procurement activities, and Central Plant operations. This role develops a thorough understanding of the prime contract and relevant subcontracts to support the project management team fully. The Program Manager is dedicated full time on-site, ensuring all services and tasks comply with program guidelines and budgets, and proactively seeks efficiencies and cost reductions.

 

Principal Job Duties & Responsibilities:

 

Basic Job Requirements

  •  Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements 
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders 
  • Job related technical knowledge necessary to complete the job 
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines 
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

  • Minimum of 10 years managing projects of similar size and scope, with at least 15 years supporting the Intelligence Community.
  • Experience managing 24x7 operational environments and supervising large, integrated teams.
  • Experience managing a contract with Level Of Effort (LOE) and swing rate requirements
  • Knowledge of process improvement models and crisis management, including planning and supporting special events.
  • Proficient in major project management concepts and customer service excellence.
  • Must possess an active TS/SCI clearance with a favorable government polygraph.
  • U.S. Citizen
  • This position is contingent on approval by the US Government Contracting Officer.

Preferred Qualifications

  • Engineering experience and professional engineer license.
  • Program management certification.
  • Experience leading Service Contract Act (SCA) employees.
  • Proficiency with Maximo and Costpoint.
  • Jobsite experience and knowledge of construction safety programs.
  • Experience planning and scheduling within power plant operations.
  • Data center operations or support experience.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
