As a Project Manager within Fluor’s Mining & Metals business line, you will lead the successful delivery of mining projects—ensuring safe execution, technical excellence, stakeholder alignment, and strong project performance across underground and surface operations.

The Project Manager – Mining is responsible for planning, executing, monitoring, and completing mining projects across underground and surface operations. The role ensures that projects are delivered safely, on time, within budget, and in full compliance with regulatory, safety, and environmental standards. The Project Manager coordinates multidisciplinary teams, external contractors, and stakeholders while applying technical expertise and sound judgment in decisions that impact project delivery, organizational performance, and compliance.
Key Responsibilities
Project Planning & Development
- Develop full project plans, including scope definition, schedule development, budget preparation, and resource planning.
- Conduct feasibility studies, risk assessments, and cost‑benefit analyses for new mining projects.
- Prepare project documentation and work plans for mining infrastructure and development activities (both underground and surface).
Project Execution & Coordination
- Oversee the execution of underground and surface mining projects, ensuring alignment with approved project plans and engineering requirements.
- Coordinate and integrate activities across engineering, geology, operations, maintenance, HSE, procurement, and third‑party contractors.
- Provide direction on construction and development work, including decline development, civil works, haul road construction, plant and mill upgrades, and infrastructure expansion.
Safety, Regulatory Compliance & Quality Assurance
- Ensure full compliance with mining regulations, safety legislation, and environmental standards at all stages of the project lifecycle.
- Implement, monitor, and enforce safety protocols and procedures for all project activities.
- Identify and assess potential SHE (Safety, Health & Environment) risks and proactively address emerging issues.
Project Performance & Stakeholder Management
- Monitor project progress, manage changes, control costs, and report on key performance indicators.
- Oversee procurement, material management, engineering deliverables, construction interfaces, commissioning, and project turnover processes.
- Engage effectively with internal and external stakeholders, ensuring alignment and communication across multidisciplinary teams.
Basic Job Requirements
- Accredited four (4)‑year degree or global equivalent in a relevant field of study and a minimum of seven (7) years of related work experience,
OR a combination of education and directly related experience totaling eleven (11) years. - Demonstrated successful performance as Project Manager on at least one small project, or Assistant Project Manager / major role on a medium‑sized EPFC/CM project.
- Strong knowledge and experience in project design, engineering, procurement, material management, construction, commissioning, startup, turnover, sequencing, and project interfaces.
- Fluent in both Russian and English – bilingual proficiency is mandatory for effective communication across multidisciplinary teams and stakeholders.
- Ability to work effectively with complex project teams, meet deadlines, manage multiple priorities, and adapt to dynamic project environments.
- Strong decision‑making skills with the ability to evaluate risks and impacts on budgets, compliance, people, and project outcomes.
